Frank first played with the Under 16 team in 1934 when Parramatta District Cricket Association commenced junior competition. He was appointed captain of the team. Frank reports "Charlie Willis who was a motor mechanic in a garage on the corner of Seven Hills and Windsor Roads, Baulkham Hills did a mighty job for the club and cricket in general during the 1930s". Frank had a period out, however returned to the club in 1945/46. Numbers were not great and the club struggled to field full teams in the late 1940s. In 1952/53 after some recruiting Frank played in the A Reserve premiership winning team and in the 1953/54 A Grade premiership team. He also played in the 1962/63 B2 premiership team under the captaincy of Ken Smith. Frank proved to be a good administrator and was treasurer of the club from 1955/56 to 1959/60. In the 1957/58 Annual Report it stated: "a special mention must be made about our treasurer, Frank Horwood. Frank does more for our club than most members realise and if it was not for his generosity and interest in the club, our balance sheet would be in a very bad way. By that I mean he saves the club much money by purchasing new equipment and repairing old equipment".
